Stop terrorism now....use this tradgedy and find a silver lining by uniting with all the other nations of the world to crush all terrorism. And in answer to your question,

"How can you bring to justice an animal that does not care about life or death?"

Kill them very slowly....not really morally right and rather barbaric, but almost justified in this situation and depite their fanatism it will make them think twice before trying again.
