I see that some participants of this discussion are putting a sign of equality between the acts of Slobodan Milosevic and wishes of Serbian people. The conclusion is, simply put, something like "SM is a criminal, Serbian people voted for him and if they not throw him out these days, they should suffer!". No offence, but that viewpoint is pretty shortsighted and stands on the wrong premise that any nation can, and for sure will, "elect a government it deserves".
There are many ways to stay in power (or to be elected, in this case). Fact is, elections in Serbia in general were not-so-regular these last few years, and fact is, last elections were more irregular than ever. I'll give you some facts - 1.) Yugoslavia has approx. 7.200.000 voters and 2.) it takes 50% of them to vote to have a regular elections. On the government's own statements on these elections some 50,4% voted (or something like that), but it stands only if 300.000 election-boycotting Albanians voted also (!!). So, they were invalid? Probably, but western observers failed to note that and, despite the protests of opposition, have acknowledged them.
Milosevic, relieved from tension, enthusiastically starts (in fact, continues) to fortify his positions - step by step, he brings National Constitution to a farce and institutions to a nonsense, and tramples non-government media. Then his marionetic Constitution had passed a new laws about press and about universities, laws you probably cannot imagine, while Milosevic trampled media some more. Articles of that laws are drastic - for example, newspaperist can get punished, and they do get punished, if any group of citizen sues him for "injuring their national pride" or something similarly indetermined. Procedure is, typically, fast and punishments for newspaperists are, typically, draconic - most often they are equal to loss of one's whole property. Best of all, term of repay is 24 hours regardlessly of appeal. Shortly, unbeatable party if you are on the right end of the stick!
With Universities, things gone this way - first, the law about election of deans is passed. That law assured that no dean could be elected if not approved by Milosevic - simply, it's that kind of a law. When every faculty got a proper dean, there was passed a law that empowered dean to, without further questions, fire an unwanted professor. Who had no objections stayed, who objected soon was fired, with some rare exceptions. Needless to say, it all happened during the summer - when it's most difficult to organize the students for protests, especially without free media.
I believe you getting the picture now - picture about the ways Milosevic stays in charge. I didn't mentioned the police - you know about that already, right? Most of people can't wait to see Milosevics back, but the revolt is not likely to happen. This lack of will is caused partly because of stress and poverty whole society suffered from for years and especially because Milosevic has clearly shown that he will have no mercy in dealing with revolters. Especially now, in a war condition - analysts that expect something like that really have no idea about situation they talk about. And worst of all, it was also very predictable and obvious. Let me quote myself - day or two after the attack started I wrote:
In the meanwhile, people in my country are homogenizing, turning to defence and slowly forgetting their political differences. Milosevics media (which holds a lion's share of Yugoslavian informational room) keep satanizing USA and their politics for quite a time and these attacks gave them credibility - from now on, it would be very difficult to approach common people with story about goodwill of The West. The pressure Milosevic is putting on what's left of non-governmental media and opposition won't help either, and I hardly see a way to democratic forces of this country to succeed in changing things in near future. I fear this action closes a door for my country to become part of modern world union and locks an open wound on European territory - it might be neat for showing USA muscles every now and then, but on large scale we all lose. :(((

Putting an exact number on just how many people are homeless in nearly impossible since they do not have "addresses" and many do not have Social Security numbers (usually use for tracking people.) But the number of web sites that advertize services for the homeless is amazing. There are a lot of resources being brought to bare on the problem. Only those who refuse to believe will fail to acknowledge that fact. phil

You should view the Serbiancafe sight its censorship on the web at its BEST. The serbian webmaster leaves all the pro serbian posts and deletes the other non "truths". During a war the first thing lost is the truth. Any other Forum sites that I have visited in the past all views were heard in forums. I guess the others were non serbian sites before.
