ZHIRINOVSKII SAYS RUSSIA NEEDS TO BECOME A NATO MEMBER.

Zhirinovskii told senior researchers at the Moscow State
University on 29 June that NATO should "be forced to extend
its membership to Russia" and include Russians in its
military command, Interfax reported. NATO "must hear the
breath of Russian soldiers," he commented. Zhirinovskii also
proposed sending 10,000 Russian peacekeepers to Kosova rather
than the planned 3,600, arguing that "Serbia will pay for the
Russian army to stay on its territory and guarantee a
peaceful life to its population." Referring to next year's
Russian presidential elections he said voters "will have to
choose between democracy and dictatorship, that [means]
between dirt and blood."

NY Times Bombshell Report of KLA Atrocities and Executions

After three months of a massive propaganda campaign to portray the KLA as "victims" of Serb aggression, it's beginning to dawn on many in
the major newspapers and the networks that America, under the able auspices of the White House spin machine, has clutched a viper to its
bosom in making an ally and client out of the Kosovo Liberation Army.
Remember the well publicized and very sudden and timely indictment of Slobodan Milosevic for 340 deaths in Kosovo? Two of the so-called
"massacres" involved sites in the vicinity of Djakovica, a town in a sector of Kosovo under the jurisdiction of Italian troops. One is a house in
which war crimes prosecutors have said that 20 Albanians were gathered in April and shot dead by Serbian troops. A second site outside
Djakovica is believed to contain the bodies of about a half-dozen Albanian men killed in March by Serbian soldiers.
Now that Milosevic has been accused, tried and convicted in the world media for these and all other recent deaths in Kosovo, the F.B.I. is
trying to identify the victims and reconstruct what happened with forensic experts. The New York Times reported yesterday that, "Officials
said initial surveys at the sites suggested that someone had tried to cover up the killings, in some instances moving bodies to avoid
identification of victims. At a news conference Wednesday announcing the opening of the inquiry, FBI Director Louis Freeh said it was not yet
clear whether U.S. investigators would examine other sites of reported atrocities.
"The province of Kosovo is now one of the largest crime scenes in history," Freeh said. The 56-member team of agents sent there include
forensic scientists who will try to determine who died at the two sites. The agents will seek to retrieve blood samples, clothing, spent
cartridges and other evidence including DNA samples that will be shipped back to the FBI lab in Washington for analysis."
The indictment against Milosevic, which was returned in May by the war crimes tribunal, said: "On or about the early morning hours of 2 April
1999, Serb police launched an operation against the Qerim district of Djakovica. Over a period of several hours, Serb police forcibly entered
houses of Kosovo Albanians in the Qerim district, killing occupants and then setting fire to the buildings. In the basement of a house on
Millosh Gilic Street, the Serb police shot the 20 occupants and set the house on fire." The indictment added that 19 of the 20 victims were
believed to have been women and children.
And where, do you suppose, the information for that indictment came from? Why, from the KLA, of course! It should be relatively simple to
dig up the bodies and find out if there actually are 19 or 20 women and children in the graves. And, of course, the identities are very
important because, it is now beginning to come out, not all the Albanians are supporters of the KLA and many of them were assassinated by
the KLA. Throughout the bombing, as people fled Kosovo, the 100,000 Albanians living in Belgrade stayed there, and other Albanians from
Kosovo fled TO Belgrade. Why? Because, they knew, if they were not in favor of slaughtering Serbs, they might be killed.
Another article in yesterday's New York Times was headlined, "Kosovo Rebels Accused of Executions in the Ranks." Contrary to the portrayal
in the media that the KLA is a disciplined rebel army, it is actually a collection of clan leaders, just like Somalia, and they are very much into
blood feuds and battles over who gets what in their crime booty.
"The senior commanders of the Kosovo Liberation Army, which signed a disarmament agreement with NATO, carried out assassinations,
arrests and purges within their ranks to thwart potential rivals, say current and former commanders in the rebel army and some Western
diplomats.
"The campaign, in which as many as half a dozen top rebel commanders were shot dead, was directed by Hashim Thaci and two of his
lieutenants, Azem Syla and Xhavit Haliti, these officials said. Thaci denied through a spokesman that he had been responsible for any such
killings.
"Although the United States has long been wary of the Kosovo Liberation Army, the rebel group has become the main ethnic Albanian power
in Kosovo. Rebel commanders supplied NATO with target information during the bombing campaign. Now, after the war, the United States and
other NATO powers have effectively made Thaci and the rebel force partners in rebuilding Kosovo. The agreement NATO signed with Thaci,
for example, envisions turning the rebel group into a civilian police force and leaves open the possibility that the Kosovo Liberation Army could
become a provisional army modeled on the United States National Guard."
I know it isn't nice to say "I told you so," but I scooped the New York Times and told you so just two days ago in my column entitled:
"Umkanto we Sizwe - Can a Terrorist Group Becomes a Nation's Police Force?" This would be the second terrorist group turned into a
government with Bill Clinton's active assistance in the last five years. In South Africa the result was a six-fold increase in violent crime during
Nelson Mandela presidency with the ANC's terrorist wing, the Umkanto we Sizwe, incorporated into the South African police force.
Yesterday's N.Y. Times article, written by Chris Hedges, dropped the following little bombshell:
"The charges of assassinations and purges were made in interviews with about a dozen former and current Kosovo Liberation Army officials,
two of whom said they had witnessed executions of Thaci's rivals; a former senior diplomat for the Albanian Government; a former police
official in the Albanian Government who worked with the rebel group, and several Western diplomats.
"But the State Department yesterday challenged some aspects of these accounts. 'We simply don't have information to substantiate
allegations that there was a K.L.A. leadership-directed program of assassinations or executions,' James P. Rubin, the State Department
spokesman, said."
There were dozens of former ANC "rebels" who came forward to the "Reconciliation Commission" after Mandela was elected and told similar
stories about the ANC "training camps" - however those stories rarely got published outside South Africa and, of course, the "Reconciliation
Commission" was composed mostly of ANC operatives.
So, we have the KLA, which is given to executing its own people, according to former KLA members, and we have a ground war going on
between the Serb military and the KLA on the ground, NATO was providing the KLA air support by bombing not only Kosovo, but also the rest
of Yugoslavia, while it justified the bombing with tales of horror and atrocities committed by Serbs which led to the indictment of Milosevic
and the announcement by Bill Clinton of a $5 million reward for any bounty hunter who can deliver Milosevic to the NATO originated and
financed War Crimes Tribunal.
There are people in Albania who would have delivered Mother Theresa, a fellow Albanian, to the War Crimes Tribunal for $5 million dollars.
Isn't it interesting that Clinton announced that the very same day that the New York Times announced the KLA internal assassinations?
Now, the question I have is simply this: Where do you suppose the Albanian victims of those KLA assassinations are buried? Yesterday's NY
Times announced, after very preliminary investigations, that "someone had tried to cover up the killings, in some instances moving bodies.."
There was some very strong evidence, provided by a French photographer, which indicated that is exactly what happened at Racek, where
the KLA convinced William Walker, head of the OSCE's Verification Mission, that the Serb security forces massacred 45 ethnic Albanian
civilians, including 3 women and a 12 year old boy. Ambassador Walker swallowed the KLA claim hook, line and sinker and condemned the
Serbs. That ticked off Slobodan Milosevic who promptly declared Ambassador Walker "persona non grata" and ordered him to leave Yugoslavia
within 48 hours. That led to the mess we are in today.
The massacre was given massive international publicity. However, when a French photographer, who was taking pictures from outside the
village, verified much of what the Serbs said - that there had been a gun battle between the Serb Security forces and the KLA, and 22 KLA
rebels had been killed. (Of course, no major American news outlet featured the photographer's first hand account.) The Serbs then withdrew,
and by the next day there were 45 dead people in the village, all in the village square, and the KLA "villagers" were telling Ambassador Walker
that the Serbs had merely "massacred" everyone.
Who is lying and who is telling the truth? Was Slobadan Milosevic, who never left Belgrade, really "responsible" for the death of 45 people in
Racek? Finnish forensic experts examining the scene would not call it a "massacre" because the bodies had been moved after death and the
claim that all the victims had been gathered at the place where Walker was shown the bodies and shot there was simply not true.
While James Rubin said yesterday there was "no proof" that the KLA was involved in nefarious activities, foreign journalists are using
documents from the U.S. Drug Enforcement Agency (DEA) to prove that they quite definitely are: Ramesh Chandran, reported in Democrite,

WASHINGTON: "The Kosovo Liberation Army (KLA), the fulcrum of Clinton Administration's strategic design to repel Serbian forces from
Kosovo, has been financed with ``profits'' from the sale of heroin.
Sensational disclosures in the media here citing classified US Drug Enforcement Administration (DEA) documents show that drug agents in five
countries, including the US, believe that the KLA has aligned itself with an extensive organised crime network centred in Albania that
smuggles heroin and cocaine to buyers in Western Europe.
The DEA documents copiously quoted here on Monday by The Washington Times, says that the members of the notorious Albanian mafia
have links to a ``drug smuggling cartel'' based in Kosovo's capital, Pristina. This cartel is allegedly manned by ethnic Albanians who are
members of the Kosovo National Front (KNF) whose armed wing is the KLA. The DEA documents apparently show it is one of the ``most
powerful heroin smuggling organizations in the world'' with its profits being diverted to the KLA to buy weapons.

to the DEA report prepared for the National Narcotics Intelligence Consumer's Committee (NNICC) and cited by The Times, the heroin is
smuggled along the ``Balkan route'' in cars, trucks and boats initially to Austria, Germany and Italy, where it is routed to ``eager buyers'' in
France, Germany, Italy, the Netherlands, Portugal, Spain, Switzerland and Great Britain.
"The deadly ``white powder,'' says the DEA report, finds its way to the US. There is also a touch of irony in the fact that as recently as
1998, the US State Department listed the KLA, formerly known as the ``Ushtria Clirimtare e Kosoves,'' or UCK, as an ``international terrorist
organization'' accusing it of bankrolling its operations with proceeds from the international heroin trade and from ``loans'' from terrorists like
Osama Bin Laden --who heads Washington's ``most wanted'' lists.
"One unidentified drug official quoted in the report claims: ``They were terrorists in 1998 and now, because of politics, they're freedom
fighters.'' The DEA report also maintains that a majority of the heroin seized in Europe is transported over the Balkan route. It also says that
the Kosovo traffickers were noted for their ``use of violence'' and for their involvement in ``international weapons trafficking.''
And we have placed our Marines in the middle of all this. I received another e-mail from Master Sergeant Michael Frakinburger who is
stationed in Gnjilane, Kosovo with the 26th Marine Expeditionary Unit, after I wrote him because I was concerned about the gun battle some
of the Marines were in near Gnjilane. He responded:

Our boys took care of business in Zegra yesterday. Hopefully they got the message that we won't be fooled with. But like it or not, we are
part of the blood feud now. All the Serbs left the town today and the idiot Albanians are rioting and burning down every Serb home there. It's
only about 3 miles or so from where I'm at and it looks like the whole town is on fire. Got the place cordoned off so it won't spread, hopefully.
God help us.

So, from now on, with all the Serbs gone, if there is any trouble there it can't be blamed on the Serbs. All the Marines need to worry about
now is being in the middle of a KLA "blood feud" over who gets what from drug sales and seizing property of Serbs, Montenegrins and Gypsies.

The "bodies" were actually skeletal remains "in" the house lying on top of and under roof tiles. No need to dig up anything. Further the 'witnesses" who informed NATO peackeepers of the killings stated that the killers were Serb not Albanians. Had the dead been killed by fellow Albanins the witnesses would likely have felt betrayed.
As far as your "Kosovo Rebels Accused of Executions in the Ranks" yarn, there is no independent verification of any such "executions." Just the accusations of "current and former KLA members." Mostert never lets her reader know who has been executed or who her informers were. Poor journalism at best.

Your postings seem, apart from hateful, garbled, too. Opinionswings and lack of knowledge are evidently in them. If I take for example your posting about Russia, I can see your opinion comes from having read the New York Times, not from having ties to that country. Which is NOT WRONG, but it should leave some space in your mind to be open for other opinions.
Maybe Emina has a reason to be so strong in her opinion. Maybe you can ask her about it, just as we all are asling you a few times now. I am sure you will get an honest answer from her, which will make the discussion level a lot higher than it is now.
About Russia; from what I hear of people actually living there, they tell a different story than you do. They are glad for the freedom of speech reform 'Gorby' made, but they all say many Russians, after at least 70 years of not being able to express their opinions freely, don't have a clue how to do it, and therefore tend to go to extremes. Which is also one of the reasons why the economy is such a mess.

Belgrade troops seize aid convoys

THE Yugoslav Army yesterday seized aid convoys
and blockaded the crossing point from Montenegro
to Croatia in the most aggressive challenge yet
mounted by President Milosevic against the
pro-Western Government of President Djukanovic.
The Montenegrin Government immediately sent
police reinforcements to challenge the Serb soldiers,
who have sealed Montenegro's road link with the
Dalmatian coast and are in a position to threaten the
main airport and Montenegro's connections with the
outside world.
Abbaz Beli Dzafic, the Deputy Information Minister,
confirmed last night that a stand- off has developed
between the Montenegrin Government and the
Federal Army. This comes as President Djukanovic is
planning a referendum in the republic on loosening
links with Serbia and declaring virtual independence
from Mr Milosevic.
Diplomats have been saying that Belgrade,
frustrated by its defeat in Kosovo, would turn its
anger on the rebellious junior partner in the Yugoslav
Federation. Nato gave a warning during the Kosovo
war of "serious consequences" if Mr Milosevic tried
to stage a coup in Montenegro. But Nato may find it
hard to reactivate the military force needed to offer
security to the embattled small republic.
Any confiscation of the aid would clearly set back
attempts to bring humanitarian help to Kosovo.

Hundreds of documents uncovered after the Yugoslav army retreated
prove that the ethnic cleansing of
Kosovo was meticulously planned and ordered from Belgrade.
The papers provide crucial evidence linking massacres that claimed
an estimated 14,000 lives to Serb
army generals and police commanders all the way up to President Slobodan Milosevic.
Serbia's security forces kept or destroyed most of the documents, but left enough to ensnare the
organisers of Operacija Potkovica - Operation Horseshoe. This was
the plan hatched by Belgrade last
September to cleanse Kosovo of 'terrorists' - the majority Albanian
population - which began the moment
the Nato air strikes started on 24 March.
The existence of the cache of documents was disclosed as British
forces confirmed that their soldiers
have arrested a member of the Serbian Interior Ministry Police suspected of involvement in as many as
56 of the murders in Kosovo. He is not listed as a suspect by the
International War Crimes Tribunal in the
Hague. He was detained on the evidence of people who said they saw some of the murders.
It was the second time British troops had arrested someone suspected of the atrocities. Last week
military police detained a man linked to 46 alleged murders at Slovinje, also near Pristina.
The evidential quality of the captured documents varies hugely,
from official minutes to lists carelessly
scribbled in notebooks. Some of them place army and police commanders at the scene of villages and
towns before, during or after massacres.
There is no single 'smoking gun', but it is understood that, taken
together, the documents will enable war
crimes investigators to nail dozens of army officers and police commanders to massacre sites.
The documents will help asssemble a case against General Sreten
Lukic, author of Operation Horseshoe,
and may lead to the precise identification of a ministry police
commander known only by his nickname,
Mica, who devised the human shield atrocity at Korishe on 13 May.
Mica ordered a convoy of refugee tractors bound for Albania to park
outside a hotel. The refugees were
told not to leave, or they would be shot. Nato bombed the parked refugee convoy hours later.
A Nato intelligence officer working with investigators told The
Observer: 'We now realise that this wasn't
mad dog killing. They mapped out which towns and villages they wanted
to cleanse as a priority, and the
massacres started there. It was organised from the top, and the plan went like clockwork.'
Most of the captured documents are now in the hands of the intelligence
service of the Kosovo Liberation
Army, the Sherbimi Informativ I Kosaves or ShIK. Its head, Kadri
Veseli, confirmed to The Observer that
documents had been captured.
One Minister in the self-proclaimed KLA interim government, Ram
Buja, said: 'Nothing happened in
Kosovo without it being planned and organised in Belgrade. None
of the killings took place outside of
Milosevic's control.'
Buja said: 'We have information from the ShIK that the same people carried out the massacres.
Sometimes they were dressed in army uniforms, sometimes in police uniforms, sometimes as
paramilitaries. Different uniforms, the same killers.'
The Nato intelligence officer and a former KVM official, who were
both in Kosovo before the conflict,
separately confirmed that they had observed paramilitaries, working in close co-operation with the
ministry police, arrive at two separate massacre sites before the Nato campaign.
The paramilitaries wore olive fatigues, black balaclavas and drove
the same cars. 'It was always the
same cars,' said the Nato officer.
One fragment of evidence is the names of 10 Serb troops scrawled
in a notebook found in the half-ruined
home of Qamil Shehu, an elderly Albanian from the village of Little
Krushe. He first described how he
survived the massacre on 26 March, which claimed 105 men and boys, to The Observer last month.

29 June that "reconstruction and reforms,
reestablishment of economic and cultural ties with all
[countries]--above all with the progressive and

affirmation of an open system of market economy, are our
top goals in this period."

Gjoka on 29 June denied a report in "The New York
Times" four days earlier claiming that Albanian police
were involved in the murder of a rival of UCK leader
Thaci (see "RFE/RL Newsline," 28 June 1999). Gjoka
told an RFE/RL's South Slavic Service correspondent in
Tirana that the New York daily's sources were not
reliable, and he claimed that the Albanian government
has never interfered in internal conflicts on the
Kosovar political scene. Sabri Godo, who is the
chairman of the parliament's foreign affairs committee
and belongs to the small opposition Republican Party,
told the correspondent that "the UCK leaders must
answer these accusations themselves. I agree [with
Gjoka] that the Albanian state is not involved in such
things." He acknowledged, however, that "mysterious
killings happened here." Opposition leader Sali
Berisha declined to comment on the "The New York
Times" report.

ARE CRIMINAL GANGS FROM ALBANIA LOOTING IN KOSOVA? A
senior official in the German Defense Ministry told
the "Frankfurter Allgemeine Zeitung" of 30 June that
there are indications that criminal gangs from Albania
are systematically looting houses in Kosova. He said
that German troops will not be able to stop the
looting in their sector even if their numbers are
doubled because they can not monitor all small
villages there.
