Nato is not trying to dismantle Yugoslavia. (Ho!) Nato is trying to remove Milosevic and his gov't from power. First they removed Milosevic from Croatia and Bosnia, Second, from Kosovo, next from Montenegro and at the end Serbia itself.
They don't want to separate the serbs. They want as many serbs and non-serbs out of Milo's rule.
To be for Serbia is not necessarily to be for Milosevic.
And when Milosevic will lose Montenegro as he lost Kosovo, Montenegro, like Kosovo, will remain part of Serbia. Officialy, Kosovo still belongs to Serbia.
The problem of the security for the kosovian serbs
and, most likely, the uncontrolable mafia style of the albanian kosovian gov't and former KLa doesn't fit to nato's views. That's why they are not eager to see Kosovo independant soon. They also rule out rattachment to Albania.

They don't want a duplicate of Chechnya in the balkan.
