URN,

You posted some rubbish earlier about the decline in the Russian Federations population and then blamed in on the US. How about taking some responsibility for your countries own failures. Some of you "Russians" should quit crying about the West and do something to help your own."

You are the one posting Rubbish, the Ecocide that was caused is aftermath of U.S. intervention, had not U.S. been competing with CCCP, then we wouldnt have been pushed to pollute our waters etc. Drinking is caused by what? Depression and low income? And Low income is caused by Economic policy (Democracy) which is caused by U.S.

Little known that most Chechen (as well as Albanian) men volunteered to join the Nazi Army during the World War II to take revenge on their Slavic neighbors for which in 1944 the whole Chechen republic was bloodily prosecuted by Stalin. Ok, so "Grandpa Stalin" overdid it a bit, but does not it give you an idea what kind of "freedom fighters" these people are that do not even have a pride of their own? Left to wonder why they do not even mention this historical fact in the news here in the "democratic" West and you can find out about it from an ol'dusty book from the back of the library?

0450 GMT, 000201 – Ukraine Balances U.S. and Russian Ties

Recently, Ukrainian officials politely dismissed diplomatic overtures from NATO secretary-general George Robertson. Realizing that Ukraine values U.S. aid, but cannot count on protection from Washington in a crisis, the Ukrainian leadership is hoping to remain a neutral player in the political battles between Russia and the United States. Without making a commitment to either power, Kiev will be challenged to retain its friendship with both.

Robertson went to Ukraine to discover the limits of Kiev’s commitment to U.S.-led NATO. In his Jan. 27-28 visit to Kiev, he met with the secretary of national security, the foreign minister, the prime minister and President Leonid Kuchma. Robertson praised NATO’s relations with Ukraine and pledged continued support for Ukrainian economic reform and military training. The secretary-general announced NATO’s hopes for expanding cooperation with Ukraine, to which Kuchma gave the chilly reply that he was “satisfied with [Ukraine’s] level of partnership with NATO.”

Kuchma declined the NATO offer because the conflict in the Caucasus shows that the United States is not willing to back its supportive rhetoric with action. Georgia is an excellent example of this phenomenon. The war in Chechnya has raged dangerously close to the Georgian border, causing this U.S. ally to turn to Washington for help. However, the day after NATO representative Deputy General Secretary Peter Clyber held meetings in Tbilisi, Georgia signed an agreement with Russia that seemed to reverse its policy on involvement in Chechnya – in Russia’s favor. NATO’s message clearly did not convince Georgia that it would receive backing against potential Russian aggression, forcing Tbilisi to concede to Moscow instead.

Ukraine maintains a delicately balanced neutrality in order to keep open channels for U.S. aid. Washington gave Ukraine $195 million aid in 1999 and is considering a $219 million allotment this year. The United States also helps Ukraine train its military, increase science and environmental protection and instate economic reform. The relationship between Kiev and Washington is valuable, but Ukraine’s leaders cannot afford to overestimate Washington’s willingness to intervene if Ukraine needs help along its eastern border with Russia.

Ukraine knows that openly siding with the West would elicit immediate repercussions from Russia. By maintaining neutrality, Ukraine can avoid becoming a political tool of either side. Russia’s aggression in the Caucasus is making Ukraine – and Russia’s other neighbors, such as Moldova and the Baltics – nervous about their vulnerable borders, which face Moscow. This concern is amplified by the worry that Western promises will prove hollow, because NATO simply doesn't have the resources to act on them in the face of a serious threat. Ukraine’s efforts to remain friendly with NATO, while holding back from further commitment, will set a precedent for the other former Soviet states, teaching them how to maintain neutrality in the face of pressure from both Russia and the United States
