I would understand, if You'd blame the UN and, primarily, the US for the bungled Rwanda, where the peacekeeping force was cut from 2.500 to a few hundred, first, and then encreased to 5.500 when the killing spree was over. The US effectively blocked the UNSC from authorizing any significant action there. Lamer hypocrites.
It's also widely considered as a dangerous political provocation.
* It is right, if turned a little: a dangerous, US orchestrated, NATO political and military provocation adventurism, in the course (and end) of which US/NATO "succeeded" in creating of the Greater Albania gangsters' paradise (one more of many - Bosnia, Macedonia, etc.) (poor Xoxha, didn't live enough to thank them), in alienating nuclear RF and China (it was a real cathalyst for the RF political and military and equally humiliated China to sign a pact with a number of secret protocols "open" for guessing.), in killing and maiming of Serb non-combatants (i.e. civilians - hate this and other words after Albright washed'em in crap), some 2000, it seems, in destroying of the Serbian economy, and, finally, in destroying of 13 Serb tanks, the exact number of which being inflatable rubber decoys still unconfirmed by Corp. Clark (I would've bugged him to death with various questions on the subject) - the "Brave-in-Chief" of the "brave" rubber tank-killers and tractor-busters.
A bonus reply: ... in creating of an international precedent for any group of power-hungry thugs to don sheep skin and call 911-NATO.
For multi-ethnic, multi-cultural Europe to allow such actions to continue unabated is to play with fire.

The New Urban Battlefield



U.S. troops don't do cities. But someday they'll have to.

The battle of Grozny was long and bloody—for Russian attackers as well as the Chechen defenders. But you won't see any condescending head-wagging in the U.S. military. As one senior Pentagon official said last week, "I'm not so sure that we'd do a whole lot better than the Russians." That's a problem; in the view of many military analysts, the killing grounds of Grozny offer a hellish view of tomorrow's warfare.
The U.S. Army used to have a simple way of dealing with cities: avoid them. The cost in street-fighting casualties was just too steep. That was one reason that, in 1945, the Army didn't try to take Berlin, a battle that Gen. Omar Bradley told Dwight Eisenhower "might cost us 100,000 men." Bradley was right. The Red Army, which did fight its way into Berlin, lost 102,000 men doing so; 125,000 German civilians died in the battle, and 150,000 to 200,000 German troops. If cities couldn't be avoided, U.S. military doctrine had a fallback plan: flatten them, which is what, in 1968, 8,000 shells from offshore warships did to the Vietnamese city of Hue.

Neither option now exists. In a 1996 essay in Parameters, the journal of the Army War College, Lt. Col. Ralph Peters argued, "The future of warfare lies in the streets, sewers, high-rise buildings, and sprawl of houses that form the broken cities of the world." The article hit a raw nerve. Three years earlier, in a battle in the back alleys of Mogadishu, Somalia, 18 U.S. Rangers were killed and 73 wounded—a 60 percent casualty rate. All the high-tech equipment that the Rangers were meant to have at their disposal—satellite images, laser-guided munitions and the like—were largely useless in the teeming streets. After Vietnam, the military spent billions of dollars developing the kill-at-a-distance weapons that looked so good in the desert fighting of the gulf war. Trouble is, such weaponry does no good when an enemy soldier is just a few feet away. A 1994 Pentagon study after Mogadishu baldly concluded, "Our current capability was developed for a massive, rural war... Since the future looks much different, new capabilities will have to be developed."

What might those new capabilities be? In the last couple of weeks a company of U.S. Marines has been trying to find out. The Marines have been "fighting" their way through the houses and office blocks of Fort Ord, Calif., an Army base abandoned in 1994. If the results mimic those at a similar exercise last spring, they won't be encouraging. In "attacks" on a naval hospital in Oakland, Calif., the Marines took casualty rates as high as 70 percent.

Ïî ìíåíèþ ìíîãèõ àíàëèòèêîâ, êðîâàâàÿ ìÿñîðóáêà â Ãðîçíîì ïîêàçàëà àäñêèé õàðàêòåð áóäóùèõ âîéí. Äî ñèõ ïîð àìåðèêàíñêàÿ àðìèÿ ðåøàëà ïðîáëåìó âçÿòèÿ ãîðîäîâ ïðåäåëüíî ïðîñòî – îíà íå âõîäèëà â íèõ: ïîòåðè ëè÷íîãî ñîñòàâà ïðè âåäåíèè âîåííûõ äåéñòâèé â ãîðîäå ñëèøêîì ñåðüåçíû. Ýòî ñòàëî îäíîé èç ïðè÷èí, ïî êîòîðîé â 1945 ãîäó àìåðèêàíñêàÿ àðìèÿ íå ó÷àñòâîâàëà â øòóðìå Áåðëèíà.  äîêëàäå Äóàéòó Ýéçåíõàóýðó ãåíåðàë Îìàð Áðýäëè óêàçàë, ÷òî â øòóðìå ìîãóò ïîãèáíóòü îêîëî 100 000 àìåðèêàíöåâ. Áðýäëè îêàçàëñÿ ïðàâ. Ñîâåòñêàÿ àðìèÿ, øòóðìîâàâøàÿ Áåðëèí, ïîòåðÿëà 102 000 ñîëäàò.  ñðàæåíèè òàêæå ïîãèáëè 125 000 ìèðíûõ íåìåöêèõ æèòåëåé è îò 150 000 äî 200 000 íåìåöêèõ âîåííûõ.
Íà òîò ñëó÷àé, åñëè èçáåæàòü ñðàæåíèÿ â ÷åðòå ãîðîäà íåâîçìîæíî, âîåííàÿ äîêòðèíà ÑØÀ ïðåäóñìàòðèâàåò òàêèå äåéñòâèÿ, êàê óñèëåííàÿ áîìáàðäèðîâêà. Èìåííî òàêîé òàêòèêè àìåðèêàíñêàÿ àðìèÿ ïðèäåðæèâàëàñü â 1968 ãîäó, êîãäà âîåííûå êîðàáëè âûïóñòèëè ïî âüåòíàìñêîìó ãîðîäó Õüþ (Hue) 8000 ñíàðÿäîâ. Àëüòåðíàòèâû íåò è ñåé÷àñ.  ñòàòüå, îïóáëèêîâàííîé â 1996 ãîäó â àðìåéñêîì æóðíàëå Àìåðèêàíñêîãî âîåííîãî êîëëåäæà, ïîäïîëêîâíèê Ðàëô Ïèòåðñ âûñêàçàë ìíåíèå, ÷òî «ïîëåì áîÿ áóäóùèõ âîéí ñòàíóò ãîðîäñêèå óëèöû, êîëëåêòîðû, âûñîòíûå çäàíèÿ è ðàçðóøåííûå äîìà, êîòîðûå ôîðìèðóþò îáëèê ãîðîäîâ, â êîòîðûõ âåäóòñÿ âîåííûå äåéñòâèÿ». Ñòàòüÿ çàòðîíóëà áîëüíîé íåðâ. Òðåìÿ ãîäàìè ðàíåå â ñðàæåíèè íà óëèöàõ ñîìàëèéñêîãî ãîðîäà Ìîãàäèøó ïîãèáëè 18 è áûëè ðàíåíû 73 àìåðèêàíñêèõ äåñàíòíèêà. Ïîòåðè ñîñòàâèëè 60% ëè÷íîãî ñîñòàâà. Âñå âûñîêîòî÷íîå îðóæèå, êîòîðîå èìåëîñü â ðàñïîðÿæåíèè äåñàíòíèêîâ (ïðèáîðû, ïåðåäàþùèå èíôîðìàöèþ ñî ñïóòíèêîâ, è ëàçåðíîå îðóæèå), â óñëîâèÿõ ãîðîäñêîãî áîÿ îêàçàëîñü íåýôôåêòèâíî. Ìåæäó òåì ïîñëå Âüåòíàìà âîåííûå ïîòðàòèëè ìèëëèàðäû äîëëàðîâ íà ðàçðàáîòêó îðóæèÿ, êîòîðîå «óáèâàåò íà ðàññòîÿíèè», è îíî õîðîøî ñåáÿ çàðåêîìåíäîâàëî âî âðåìÿ âîéíû â Ïåðñèäñêîì çàëèâå. Åñòü òîëüêî îäíî «íî» — òàêîå îðóæèå ñîâåðøåííî áåñïîëåçíî, êîãäà ïðîòèâíèê íàõîäèòñÿ íà ðàññòîÿíèè âñåãî â íåñêîëüêî äåñÿòêîâ ìåòðîâ.  õîäå ó÷åáíîãî áîÿ â ãîðîäñêèõ óñëîâèÿõ, ïðîâåäåííîãî ïðîøëîé âåñíîé íà òåððèòîðèè ìîðñêîãî ãîñïèòàëÿ â Îêëåíäå (Êàëèôîðíèÿ), «ïîòåðè» ñîñòàâèëè 70% ëè÷íîãî ñîñòàâà ìîðñêèõ ïåõîòèíöåâ.  îò÷åòå Ïåíòàãîíà çà 1994 ãîä ñîäåðæàëñÿ íåóòåøèòåëüíûé âûâîä: «Àêöåíò â ðàçâèòèè íàøèõ âîîðóæåíèé äåëàëñÿ íà âåäåíèå êðóïíîìàñøòàáíîé âîéíû…. Ïîñêîëüêó õàðàêòåð âîåííûõ äåéñòâèé â áóäóùåì îáåùàåò èçìåíèòüñÿ, íåîáõîäèìî ðàçðàáîòàòü íîâûå ñðåäñòâà âåäåíèÿ âîéíû». ×òî ýòî çà ñðåäñòâà? ×òîáû îòâåòèòü íà ýòîò âîïðîñ, â òå÷åíèå íåñêîëüêèõ íåäåëü ïðîõîäèëè ó÷åíèÿ, â êîòîðûõ ó÷àñòâîâàëà ðîòà àìåðèêàíñêèõ ìîðñêèõ ïåõîòèíöåâ. Ó÷åíèÿ ïðîøëè íà òåððèòîðèè Ôîðò-Îðäà. Äî 1944 ãîäà ýòî áûëà àìåðèêàíñêàÿ âîåííàÿ áàçà, íà åå òåððèòîðèè èìåëîñü áîëüøîå ÷èñëî æèëûõ äîìîâ è îôèñíûõ çäàíèé.
Ïî èòîãàì ýòèõ ó÷åíèé áûëè ñäåëàíû ñëåäóþùèå âûâîäû. Äëÿ âåäåíèÿ âîéíû â ãîðîäñêèõ óñëîâèÿõ ïîíàäîáèòñÿ äåéñòâèòåëüíî íîâîå îðóæèå.  äëèííûé ñïèñîê íåîáõîäèìîãî îáîðóäîâàíèÿ âõîäÿò ñåíñîðû, ñïîñîáíûå ëîêàëèçîâàòü ïðîòèâíèêà, íàõîäÿùåãîñÿ â ñîñåäíåé êîìíàòå, è îñîáûå òåëåæêè — íàïîäîáèå òåõ, ÷òî èñïîëüçóþò àâòîìåõàíèêè äëÿ ðàáîòû ïîä ìàøèíàìè. Çà÷åì? ×òîáû âûâîçèòü ðàíåíûõ.
È îïûò Ãðîçíîãî ýòî ïîäòâåðæäàåò. ×å÷åíñêèå ñíàéïåðû ñîçíàòåëüíî ñòðåëÿëè â íîãè ðîññèéñêèì ñîëäàòàì è òåðïåëèâî æäàëè, ïîêà ïðèáóäåò îòðÿä ñïàñàòåëåé – ÷òîáû óáèòü è èõ.

WHAT A BEAUTIFUL SCENE I SAW YESTERDAY IN AFGHANISTAN. A 10 YEAR OLD BOY SHOT A KILLER OF HIS FATHER WITH THE RIFLE FOUR TIMES, WHILE THOUSANDS OF HAPPY AFGHANI FOLKS WERE WATCHING. (ONCE AGAIN I MUST REMIND YOU IT'S A GOOD THING THAT SOVIETS LEFT AFGHANISTAN, OTHERWISE THIS BOY WOULD BE IN SCHOOL, PROBABLY LEARNING RUSSIAN. WHAT A DISGRACE!)
