The CE Human Rights Commissar Alvaro Hil-Robles will soon visit Chechnya according to an agreement with the Russian side. His main target is to check the reports of tortures especially in the Chernokozovo filtration camp. Hil Robles will be accompanied by a presidential Human Rights Representative Vladimir Kalamanov.

Oleg Blotsky, correspondent of Izvestia, a popular Moscow-based daily, is determined to bring a suit, either in Moscow or Munich, against the German television company Pro 7 over the authorship and blatant misinterpretation of his video clip shot in Chechnya.


Broadcast by the Pro 7, the footage of mutilated bodies was introduced by German journalist Frank Hefling as shots of Chechen captives tortured to death by Russian soldiers. In fact, they were paramilitaries killed in action near the villages Alkhan-Kala and Gekhi-Chu. Made February 14, the footage was passed to Mr. Hefling in Moscow four days later. The German reporter could not properly identify it as he had been away from Chechnya during the fighting, points out Mr. Blotsky.


An intermediary had contacted him on Mr. Hefling's behalf to propose an amicable agreement before the matter reached the court, which the Moscow reporter flatly refused: "No liar ought to go unpunished."

Human rights violations in Latvia and Estonia


The Minister of Foreign Affairs of the Russian Federation Igor Ivanov received on February 25 the Council of Europe Human Rights Commissioner Alvaro Gil Robles, who was in Moscow on a brief visit. They discussed the human rights situation in Chechnya and in the North Caucasus as a whole and the measures taken by the government of the Russian Federation to normalise it.


Alvaro Gil Robles expressed satisfaction with the recent appointment of a Special Representative of the President of the Russian Federation for Ensuring Human and Civic Rights and Freedoms in the Chechen Republic. He stressed the readiness of the Council of Europe to actively cooperate with the Special Representative in the peaceful democratic rehabilitation of Chechnya.


Also studied was the idea of holding under the aegis of the Council of Europe a regional seminar on the role of democratic institutes in creating a state based on the principles of the supremacy of law and respect for human rights. It has been agreed to hold such a seminar in Makhachkala late in May of this year.


Igor Ivanov attracted the attention of Alvaro Gil Robles to the problem of human rights in Latvia and Estonia. It was noted with regret that the Council of Europe is actually inactive in respect of this situation. The High Commissioner was asked to analyse and assess the human rights situation in these two countries.


Igor Ivanov also noted the absence of any reaction from the Council of Europe to the act of hooliganism in Poznan against the Russian General Consulate that took place with the direct connivance of the Polish authorities. The Russian Foreign Minister said that in this connection he had canceled his visit to Poland that was scheduled for early March.
