My opinion on the question..."What should be the international community role be?" . I think the international community really can't do much about this at all. Western leaders have called for negotiations but correct me if I am wrong. Chechnya doesn't have a central government strong enougth to rule over all the factions fighting the Russians so I doubt the result of such talks and any following agreement would not hold up. Now on the other side lets say if the Russians take gronzy and control of the region. They would have to deal with endless hit and run strikes by Chechen fighters. This is a very nasty situation.
