but of course, you're forgetting that Chechens already brought it to a Russia's 'backyard' - Moscow bombings (it was NO FSB), kidnappings, their own mob at the Russian territory(who's by the way is very big in Moscow), etc. As you can tell that only makes RF angrier..perhaps another method would be more usefull..
