Russian Jewish Businessman Held in Kidnapping Case

ST PETERSBURG, Jan 24, 2001 -- (Reuters) A prominent Jewish businessman detained in a police operation in Russia's second city is likely to face kidnapping charges, St Petersburg's chief prosecutor said on Wednesday.

Mikhail Mirilashvili, 40, is one of St Petersburg's most influential business magnates and owns a wide range of casinos, hotels, shops and other enterprises. He was detained on Tuesday evening and can be held 10 days without being formally charged.

A doctor by training, he is also head of the St Petersburg branch of the Russian Jewish Congress. Congress officials denied earlier statements by the prosecutors' office that Mirilashvili was the body's vice-president.

"The city prosecutor's office has launched criminal proceedings in connection with the kidnapping of two people," prosecutor Ivan Sydoruk told a news conference.

"In connection with the case, evidence is being compiled that Mikhail Mirilashvili organized the kidnapping. Charges will be pressed within 10 days. I believe they will be pressed in the course of this week."

Sydoruk said the two kidnap victims were well-known businessmen, but declined to identify them. He also refused to answer questions on whether they were alive or dead.

One of Mirilashvili's businesses, Russkoye Video, is linked to Vladimir Gusinsky, head of the Russian Jewish Congress and founder of the independent Media-Most group. Gusinsky is under police guard at his villa in Spain pending a decision on whether he should be extradited to Russia on fraud charges.

BUSINESSMAN'S CASE CONFINED TO KIDNAPPING

Sydoruk said the case was confined to abduction and suggested there was no connection to the Gusinsky case.

"At issue here is kidnapping. There cannot and must not be any other undertones."

But he said investigations could extend to other incidents, including the shooting deaths of two men outside a luxury St Petersburg hotel last year.

NTV television, which is part of Media-Most, said dozens of police cars with armed officers converged on the plush district in which Mirilashvili lived late on Tuesday evening. He was detained and his apartment searched.

Mirilashvili's lawyer, Yuri Novolodsky, told Russian television stations that his client was confident the investigation would prove his innocence.

News reports said Mirilashvili, who holds joint Russian and Israeli citizenship, had been due to travel with Israeli President Moshe Katzav, who is on a visit to Moscow.

Katzav was to visit Georgia, Mirilashvili's native region and home to a big Jewish community, on Thursday before returning to Israel. The Israeli embassy made no comment on the reports.

Mirilashvili's father, also a businessman, was arrested last year in central St Petersburg, but released within two days. The two businessmen were shot several weeks after that incident.

St Petersburg has acquired a reputation for being the crime capital of post-Soviet Russia. Shootings and settling of accounts are regular occurrences.
