Russian And Belarus President Sign New Union Treaty

MOSCOW, Jan 26, 2000 -- (Agence France Presse) Acting Russian President Vladimir Putin and his Belarus counterpart Alexander Lukashenko signed a treaty Wednesday bringing the former Soviet republics one step closer to a full merger.

The signing, the fifth between the two countries in as many years, comes after both parliaments ratified the treaty, although it does not merge the two ex-Soviet republics into one state.

"Bringing this treaty into force is an historic event corresponding to not only national interests, but embodying the will to live and work for the common good," Putin said after the ceremony.

"It is necessary for us to create a common legal, economic, defense and humanitarian base."

Putin, who will stand for president on March 26, said the treaty's "essential goal is to improve the lives of Russian and Belarussian citizens."

Lukashenko, who strongly supports a full union with Russia, said the treaty is a "step toward the re-creation of a great country that was broken apart. We must work so that Russians and Belarussians live better."

While the agreement's precise meaning is vague, it creates a Higher Council comprising the presidents, prime ministers and speakers of the two countries.

It also builds a "powerful military grouping" on Belarus' western border where Russian troops are stationed, Lukashenko said at a signing ceremony in December with former president Boris Yeltsin.

Putin has said the pact will enhance Russia's military potential.

But Lukashenko has lamented that a true merger between the two countries may not happen for nearly a decade.

Opinion in the two countries on the union is mixed.

Belarussian nationalists have marched in the streets of Minsk carrying signs calling Lukashenko a traitor to protest the merger.

On the other hand, more than half of all Russians, many of them missing the comfort of the Soviet Union empire, supported the merger, according to opinion polls. ((c) 2000 Agence France Presse)

Wednesday 25 January 2000: Mujahideen Attack Russian Positions on the Outskirts of Grozny

Mujahideen Attack Russian Positions Close to Old Airport:

A force of Mujahideen under the command of Bakawi Baha-ul-Deen, attacked Russian military positions around the old airport, close to the capital Grozny at 3:00 p.m on Tuesday. By the grace of Allah Most High, the Mujahideen succeeded in destroying 10 enemy vehicles and killing 114 Russian soldiers during the attack.

The latest offensive by the Mujahideen demonstrates the fallacy of Russian claims that the Mujahideen are surrounded in a few neighbourhoods of the capital and are about to be destroyed. It also confirms the abilities of Allah's warriors to move around freely and at any time, even under clear day light, without being hindered, and not even detected, by the so-called might of the Russian military machine.

Mujahideen Annihilate two Pro-Moscow Mercenary Units:

Pro-Moscow mercenary units moved into the industrial area in the outskirts of Grozny in hope of crossing the Sunzha river and taking-up positions inside the capital. By the Grace of Allah Most High, the first unit that comprised 70 mercenaries was quickly surrounded and wiped out to the last man by the Mujahideen. The 52 members of the second mercenary unit feared for their lives and attempted to escape from the battlefield, only to be chased down by Mujahideen who spared none of the retreating enemy troops: indeed, did Russian money bring happiness to these foolish mercenaries?

Mujahideen Surround Russian Troops in the Suburbs of Montka:

By the grace of Allah, the Mujahideen deceived Russian troops into occupying a building in Montka, one of Grozny's outlying suburbs. The move amounted to the enemy preparing themselves for death by sitting in their own coffins; The Mujahideen wasted no time in surrounding the Russian troops who were taking-up positions in and around the building, and launched an attack on the doomed enemy unit. Russian forces dispatched reinforcements in hopes of relieving their surrounded comrades. The Mujahideen repulsed the relieving force, killing 35 Russian troops and destroying six vehicles. Allah's warriors now have turned their sights onto the doomed Russian units who are hiding in their own coffins at Montka.

THE ABOVE BATTLES ALL TOOK PLACE AT THE OUTSKIRTS OF GROZNY. RUSSIAN TROOPS HAVE FAILED TO ENTER GROZNY PROPER. ALL REPORTS OF RUSSIAN UNITS OCCUPYING MOST OF GROZNY, THE SUNZHA BRIDGE AND OTHER STRATEGIC LOCATIONS ARE FALSE. RUSSIAN TROOPS DO NOT HAVE A SINGLE SOLDIER IN THE CAPITAL, AND ARE STRUGGLING TO MAINTAIN THEIR HOLD ON THE OUTSKIRTS OF THE CITY.

During the three battles that took place in the outlying suburbs of Grozny, eight Mujahideen were killed and a number of others were wounded. May Allah accept the dead as martyrs and may he hasten the recovery of the wounded.
