Russia Says Clinton Fails To Understand Reasons For Chechen War

MOSCOW, Jan 28, 2000 -- (Agence France Presse) U.S. President Bill Clinton's warning that the war in Chechnya was "self-defeating" shows that the West has failed to grasp what started the four-month ground offensive, a top Kremlin aide said on Friday.

"Unfortunately, this speech, in the given context, confirms our view that the West still does not fully understand the causes of what is happening in the Chechen republic," Sergei Yastrzhembsky, a spokesman on the Chechen war for acting President Vladimir Putin, told ITAR-TASS.

"They try to look at what is happening (in Chechnya) through the prism of their own understanding of how to fight terrorism," Yastrzhembsky said.

Clinton in his annual State of the Union address Thursday said Russia was being held back from achieving its full potential by "the legacy of Communism, economic turmoil, a cruel and self-defeating war in Chechnya."

The comment marked one of his strongest criticisms of the Chechen campaign, which Moscow calls an "anti-terrorist operation."
