ANKARA, July 27 (AFP) - Turkish Foreign Minister Ismail Cem
called on the United Nations administration in Kosovo Thursday to
protect the rights of ethnic Turks living in the volatile province.

"We are concerned that disregarding the rights of the Turkish
population could have a negative impact on Kosovo's future," Cem
said after a meeting with representatives of Kosovo's Turkish
community, according to Anatolia news agency.

The UN said earlier this month that Kosovo's Turks are
boycotting the October local elections, organized by the UN Interim
Mission in Kosovo (UNMIK).
The Turkish community in Kosovo, which Ankara say numbers
60,000, did not register for the polls in protest at the fact that
there were no application forms in Turkish, Turkish officials say.

The Turks enjoyed cutural autonomy under Belgrade's rule and did
not join the Albanian struggle for independence although the two
communities have a common faith in Islam.

Cem said UNMIK head Bernard Kouchner would arrive in Ankara
Monday for talks on the rights of the Kosovar Turks.

"We hope that the talks will produce an outcome that will
satisfy all parties. Otherwise Turkey could limit its contributions
to Kosovo's security and future," Cem said.

Turkey participated in the NATO air campaign against Yugoslavia
last year and contributes 1,000 troops to the multi-national
peacekeeping force in the province.

Russia, Chechnya Talks Underway

MAGAS, Russia (AP- Russian officials on Friday confirmed that
long-rumored talks were being held with Chechen President Aslan
Maskhadov and a top rebel commander, but the officials insisted that
surrender is the rebels' only way out.
The talks, first revealed by President Vladimir Putin's regional
envoy Viktor Kazantsev, were confirmed by Putin's spokesman for Chechnya Sergei Yastrzhembsky. They come as the 11-month conflict is in a bloody stalemate.
