IMF approves $293 mln for Turkey, praises reforms
WASHINGTON, April 28 (Reuters) - The International Monetary Fund approved a $293 million instalment from its loan to Turkey on Friday and said economic reforms launched last December were off to a good start.
``Progress in strengthening public finances has been impressive,'' Stanley Fischer, Acting Managing Director and acting Chairman of the
IMF Board, said in a statement.
``The 1999 fiscal target was met by a wide margin, and developments in early 2000 are fully in line with the strong improvement in the fiscal
primary surplus envisaged for 2000,'' Fischer said.
He said sharply declining interest rates meant less of a burden of public debt service and improved budgetary prospects, but even though
this ``provides a useful cushion to meet eventualities, economic policies must remain firmly on track.''
The economic programme underpinning the three-year IMF loan is designed in part to rein in Turkey's stubbornly high inflation rate by
linking the depreciation of the lira currency to expected inflation rather than to actual price rises.
The government is also accelerating its privatisation campaign and reforming the financial and energy sectors. It says privatisation will bring in more than the targeted $7.6 billion this year, providing much
needed cash to help meet government spending plans.
At the same time ministers have promised that political uncertainties will not derail their economic reforms.
Government presidential candidate Ahmet Necdet Sezer took the lead in the first round of parliamentary voting on Thursday but he failed to
win enough votes to win the job outright. Parliament votes again on May 1.
Experts say the government's economic reform package is already starting to work.
Consumer price inflation fell to 2.9 percent in March, from 3.7 percent in February. The government expects inflation to fall to 20
percent to 25 percent by the end of this year from some 65 percent at the end of 1999. By 2002, the final year of the economic plan, inflation will be in single digits.
Turkey received its first $300 million instalment from the IMF loan when the board approved the credit in December. Future payments will
depend on the government meeting regular fiscal, monetary and structural reform targets agreed with the IMF.

ANKARA, April 25 (AFP) - Turkey plans to progressively wipe six zeros out of the Turkish lira, long hit by a chronic inflation, in
the beginning of 2001, the central bank governor Gazi Ercel said Tuesday, Anatolia news agency reported.
In November, a 10-million-lira (around 16 dollars, 17 euros) banknote entered into circulation. The smallest currency unit is a
coin of 5,000 lira.
"If the inflation is pulled down as planned, we are in favor of erasing up to six zeros from the Turkish lira by early 2001," Ercel told reporters, according to the agency.
The central bank had begun the necessary technical work on the issue, he added.
"But in order to start implementation we should first see inflation drop to around 20 percent," Ercel said.
Turkey's annual inflation stood at 67.9 percent in March.
Ankara aims to reduce inflation to between 20 and 25 percent in 2000, 10 percent in 2001 and five percent in 2002 under a three-year, four-billion dollar stand-by agreement signed with the
International Monetary Fund last December.

BAKU, Azerbaijan (AP) - A leading opposition group said Sunday that 200 people were arrested and 60 wounded in a protest that saw police
with batons violently disperse about 1,000 demonstrators.
The Azerbaijani Popular Front said in a statement that 15 of its members, including several leaders, were arrested during the protest
on Saturday. It said criminal cases have been opened against three of the arrested.
Opposition leaders held the rally in downtown Baku to demand that this fall's parliamentary elections be free of fraud or government
intimidation. Authorities refused to sanction it, saying they could hold a demonstration on the city's outskirts instead.
But demonstrators ignored the order, and hundreds broke through police lines around the central Fizuli Square. Their ranks swelled and police
wielding shields and batons beat them back. An Associated Press reporter at the rally saw three people sprawled on the road, their heads smeared with blood.
Police said 46 people were detained and 34 policemen wounded in the clashes, which lasted for much of the evening.
Azerbaijan's authoritarian President Geidar Aliev has been criticized by international human rights groups for cracking down on opposition and independent media in the former Soviet republic. The 1998 vote in which he won re-election was boycotted by the opposition and called
undemocratic by foreign observers.

capital Baku on Saturday and detained three opposition leaders.
Dozens of people were clubbed, including 13 prominent opposition figures, two Parliament members and five reporters who covered the
rally, according to the information center of the Musavat opposition party. At least one person was hospitalized, the ITAR-Tass news agency
said.
As police in green helmets and riot shields advanced, pushing back protesters, an Associated Press reporter saw three men left lying on
the road, their heads and faces smeared with blood.
Opposition parties wanted to hold a rally in central Fizuli Square to demand that this fall's parliamentary elections be free of fraud and
government intimidation of opposition groups. City authorities refused to allow the protest on Fizuli Square, but said they could gather at a
raceway on Baku's northern outskirts.
Ignoring the refusal, a few hundred protesters broke through police cordons around Fizuli Square on Saturday, and police beat them back with batons. Some protesters threw rocks at the police, and many were singing Azerbaijan's national anthem and chanting ``Freedom!''
The opposition crowd grew to at least 1,000, and spread to the nearby Palace of the Republic and the central bank headquarters. Scattered
clashes continued throughout the evening, and streets downtown were closed for hours.
Police said 46 people were detained. Opposition leaders said they included Arif Gadzhiyev, secretary of the Musavat party, Panakh Guseinov, chair of the People's Party of Azerbaijan, and another prominent opposition leader, Fazil Gaza nfarogly.

BAKU (Reuters) - Police wielding batons broke up a demonstration to demand guarantees for free elections in the capital of the former Soviet state Azerbaijan on Saturday.
Dozens of people were hurt in the scuffles in Baku, where at least 2,000 demonstrators massed in a central square in late afternoon despite a ban imposed by local authorities.
Around 20 protesters were detained, according to the police.
Cordons of police surrounded the square and eventually moved to disperse the protesters after speeches by leaders of the opposition to
veteran President Haydar Aliyev.
``This is a moral victory. We have registered our protest despite the savagery of the police,'' Isa Gambar, leader of the opposition Musavat
(Brotherhood) Party, told the rally just before police moved in with metal riot shields.
``This is only the beginning of our fight against the authorities.''
As the speeches ended, police began striking demonstrators with truncheons, pursuing them behind cars and buses and up side streets.
Demonstrators pelted police with sticks and stones and later regrouped outside the city's main conference hall, a traditional site of major
demonstrations. Skirmishes continued into the early evening.
Women Cry Over Injured Protesters
Women shrieked as they attended to demonstrators lying on the ground, some drenched in blood. Several policemen were also injured, including
one plain clothes officer mistakenly attacked by security forces.
Police figures showed 20 people had been detained and five policemen injured. Several dozen protesters were also hurt, though no precise
figure was available.
Among those held were two major opposition figures -- Arif Gadjiev, secretary of Musavat, and Panakh Huseinov of the People's Party.
Opposition parties in the oil-rich country on the Caspian Sea have called for greater representation on an election commission overseeing the parliamentary poll later in the year.
They say the current body is too favorable to Aliyev's New Azerbaijan Party and would do nothing to stop any cheating.
Azerbaijan has seen several violent changes of leadership since the 1991 collapse of Soviet rule. Aliyev, a former member of the Soviet
Communist Party politburo, has run the country since 1993 and was re-elected two years ago.
Opposition parties hold only about 10 of the 124 seats in parliament.
They say most post-Soviet elections have seen serious irregularities, including the 1998 presidential election and local elections last
December in which the overwhelming majority of candidates registered were from New Azerbaijan.
Foreign observers have also said the elections have been flawed by serious irregularities.
Election officials have dismissed the allegations and Aliyev has pledged that this year's election will be free and fair.

Freedom Of Religion In Danger In Russia
WASHINGTON, May 2, 2000 -- (Agence France Presse) Religious freedom in Russia is in danger of deteriorating significantly in the near future and the United States should monitor developments, an independent panel set up by the US Congress said Monday.
In its first annual report, the Commission on International Religious Freedom said that Russia's 1997 Religion Law was a "significant step backward."
The law makes it harder for new, often aggressively active religious organizations to operate in Russia, forcing them to register with the government while traditional religions do not have to do so.
The law "creates a hierarchy of religious organizations and effectively restricts smaller, newer, and foreign religious communities," the commission, created in 1998 to monitor religious freedom around the world, said in its first annual report.
"It also establishes an onerous and intrusive registration process and other means of state interference with religious organizations' activities."
Most alarming, the report said, was a decree by Russian President-elect Vladimir Putin which extends the deadline for registration to the end of the year, but stipulates that from then, non-registered churches would be banned.
Regional officials have denied unpopular religious groups registration as a way to have them banned, the report said.
It said that the threat to religious freedom in Russia often came at the regional level where religious believers have been victimized and foreign clerics expelled from the country.
One third of the regions have enacted religious laws more stringent that the 1997 federal law, said the commission, which makes recommendations to the president, the secretary of state and Congress.
The report also accused the Russian government of using anti-Muslim propaganda in its civil war against the separatist republic of Chechnya.
"While the conflict in Chechnya is based on political and geographic factors, the severity of the documented human rights abuses against the majority Muslim population requires the attention of the commission and the US government," the report said.
The commission members, including Christian, Jewish, Muslim and Bahai religious leaders as well as experts on human rights and international law, recommended continued US government monitoring. It also said Washington should pressure Moscow to keep an eye on regional and local officials.
"The United States should urge the Russian federal government to monitor more closely and respond to more effectively the actions of regional and local officials who interfere with religious freedom," it said.
The State Department said it welcomed the recommendations of the report for increased monitoring of religious freedom.
"The administration has already enhanced our efforts on each of these issues and we will look for more opportunities to do even more in the future," it said
